Top option for 33rd NFL team backed by All-Pro QB as Roger Goodell suggests expansion franchise in foreign country

While a new NFL franchise entering the fray is far from coming to fruition, the league clearly wants to keep building internationally.

Over the past few days, the idea of an NFL expansion team joining the league has once again heated up. This time around, the discussion is different, as it's centered around the potential of a new franchise outside of the United States.

This was all kickstarted by NFL Commissioner Roger Goodell , who made a surprising comment in regards to the possibility of an international NFL franchise: " At some point, there will be NFL teams outside the USA ". If the Commissioner says it, then fans might as well accept that fate - though it will take many years for it come to fruition.

With the NFL International Series expanding mightily in recent years, this was always the inevitable step forward for the league. In 2026 , the league will host games in Australia, Brazil, France, Spain, Germany, Mexico, and England . The latter has become a staple of the International Series, as there has been a game played in London every year since 2007 (except the 2020 season, due to COVID).

London is considered the No. 1 city to host a new expansion NFL franchise

Given that the games in London have been such a success, that city is considered the top option for a potential expansion franchise . That notion has been heavily backed by former NFL quarterback Russell Wilson . The recently retired, iconic QB explained to Sky Sports why he believes that's the case.

In terms of a franchise coming out here playing NFL, the game has grown so much it's a worldwide game now. Taking it worldwide, London is probably the best place to do it, if you're going to go anywhere. The financial and media market here, the energy here around sports, and it's relatively easy to get to in terms of coming from America. It would be a great place to play, so I think that's a definite possibility for sure.

There have been rumors for several years that the NFL wanted the Jacksonville Jaguars to relocate to London. After all, they have played in London in 12-consecutive seasons when the league hosts games there .

But the Jaguars have no plans to leave Florida. The franchise revealed plans not too long ago for a renovation project at EverBank Stadium . Construction should be completed before the 2028 NFL season .

With the Jaguars no longer an option, the NFL will likely look into a fully new franchise that could set up shop in London. It just will take a while to get there.
